LyX has a bug tracking system at http://bugzilla.lyx.org/. You can use this to report a bug, or check on the status of known bugs.
There is a useful LyX Wiki with a selection of tips and information available here.
Trac allows browsing of the current SVN tree and monitoring last changes commited to source tree.
LyX has a (rather quiet) IRC channel #lyx on the Freenode network.

Some people have written English web sites that contain extra information about LyX.
A number of sites have been written in languages other than English. They can be useful for users who don't know English. In addition, they often have useful information about pitfalls in using certain languages within LyX. These sites are listed on the Internationalization Page.
